Winter/Spring Recreation Program Registration Begins December 1st

The Leisure Services Department would like to remind residents that registration for the upcoming Winter/Spring program session begins December 1st. Non-residents will be able to register beginning December 15th.

Programs and schedules are highlighted in detail in the most recent copy of the L.I.F.E. Guide; which was distributed this past week or can be found online at the village's website.

Register for the 2011 Senior Holiday Gala

Join us as we kick off the holiday season with an evening of enjoyment! Bring your friends or meet some new ones at the event! Festivities include dancing to the music of the Orv Konop and the OK Dance Band, a tasty chicken dinner, a variety of raffles, door prizes, and even a 50/50 raffle! Ho! Ho! Ho! Santa Claus Is Coming To Bellevue

He’s making a list, but before he checks it twice Santa is making a stop here in Bellevue!!! Here’s your chance to meet & greet Santa and his reindeer before the big day!

The Leisure Services Department is taking registrations for Santa in the Park. The program will take place on Thursday, December 1st from 6-7:30pm at Josten Park. Boys and girls (ages 2-8) will get the opportunity to meet Santa, have their picture taken, and participate in a holiday craft. Real live reindeer will be on display!

Stormwater Management Focus of Video Update

The Village of Bellevue has been busy making improvements toward overall water quality to meet state and federal requirements for cleaner stormwater. The following edition of the Bellevue Focus Video Update highlights these efforts.


Awarded a matching grant for constructing stormwater management facilities, the Village recently completed three projects in 2011. The grant was used for property acquisition, design, and construction of the stormwater improvements. The facilities are designed to reduce the amount of sediment and pollution into our streams and rivers by over 80%. The goal is to provide the community a high quality environment to sustain human and wildlife habitat, recreation, and clean water for generations to come.

Wet Retention Basins
Two wet retention basins were constructed, one near the intersection of Pintail & Skyview streets. The second was constructed along the north side of Daly Drive as you enter the Whiskey Creek subdivision.

Bio-swale
A bioswale was constructed at DeBroux Park, helping remove suspended solids and other pollutants from entering the creek.

Village Adopts 2012 Fiscal Year Budget

The Village Board of Trustees adopted its 2012 Fiscal Year Budget at their meeting on November 9, 2011.

Residents should expect to see a modest increase in the village tax rate from $2.58/$1,000 to $2.73/$1,000. The owner of a home valued at $150,000 would see an increase of $21.50 in their village taxes.

Village Board & administration began working on the budget back in May. Four budget work sessions were held during the course of the year to review priorities, expenditures and to discuss cost saving measures. After completion of the fourth budget work session, the Village Board had agreed on approximately $159,000 in operating reductions. Reductions include the elimination of several services/programs (i.e. park security, staffed yard waste site) and changes in employee benefits.

The 2012 Budget reflects the implementation of the new state law requiring employees to pay the employee share of their pension costs. This change only impacts non-represented employees in 2012. Non-represented employees will also begin contributing 15% of their health insurance premium cost in 2012, a 5% increase. The savings in premium cost to the Village is reflected in the budget.

The 2012 Budget also includes funding for the reclassification of two firefighter positions from part-time to full-time positions. This change resulted in an expenditure increase of $51,000.

In addition, the following items were significant expenditure drivers in the 2012 Budget:
  • Brown County Sheriff’s Contract
  • Economic Adjustments (Represented Employees Only)
  • Fuel and Utilities

Village Board Meeting For November 9, 2011

The Village Board of Trustees will meet on Wednesday, November 9, 2011 for a regularly scheduled meeting. The Board will review and possibly make action on the following items:

PUBLIC HEARINGS
A.(6:31) PDD 2011.5 – Consider/Discuss/Act on the request by Ken Friedman, petitioner, on behalf of Hearthstone Retirement Community, LLC, Owner, for approval of a Planned Development District Amendment for approximately 24.91 Acres to allow for limited business uses located between Hoffman Road to the north and Hearthstone Drive to the south.

B. (6:35) Public hearing on the adoption of the proposed 2012 Budget for the Village of Bellevue, Wisconsin (Resolution No. V-36-2011).

OLD BUSINESS
A. Discussion/Possible Action: Authorization for the Village Administrator to
sign the intergovernmental agreement between the Village of Bellevue and
Brown County for the Urbanization of GV South (Monroe Road) – Tabled 9-
28-11.

The Village of Bellevue is governed by a five-member Board of Trustees consisting of a Village President and four (4) Village Trustees. The Village President is elected every three (3) years.

All positions are elected at large. Two Trustees are elected in the even numbered years with the other two Trustees being elected in the odd numbered years. The Village Board is responsible for overseeing all activities and functions of the Village.

Meetings are typically held on the second and fourth Wednesdays of each month at the Public Safety Building / Village Hall (3100 Eaton Road).
