Bellevue Administrator To Take Job In Sun Prairie

Aaron Oppenheimer, village administrator since November 2007, will leave next month to take a similar post with the City of Sun Prairie.  The Sun Prairie City Council has appointed Aaron Oppenheimer as City Administrator effective December 1, 2012.   Oppenheimer will be with the Village through the month of November.

As the top administrative position, Oppenheimer has been responsible for planning, organizing, coordinating, and directing the day to day operations and activities of the Village.

Oppenheimer received his undergraduate degree in Political Science from Rockford College and Master’s degrees of Public Administration in Urban Management from the Northern Illinois University in Dekalb, IL.

The Village Board will be reviewing the vacancy left by Mr. Oppehniemer and will determine a course of action over the coming weeks.

Eagle Scout Candidate Completes Trail Project at Josten Park

Matt Specht of the Bellevue area Boy Scout Troop 1173, recently completed his Eagle Scout project on Sunday, October 21st. The project included the construction of trail steps down a steep hillside along the nature trail in Josten Park.

The landscaping project was no small task. Mr. Specht secured in-kind, as well as, cash donations from area businesses for supplies. In addition, Matt was responsible for recruiting and leading volunteers to complete the work.

The Village of Bellevue would like to thank Matt, Troop 1173, all the volunteers and local business that supported this project. It looks great!

In-Person Absentee Voting Starts Monday, October 22nd

The General Election for President of the United States, United States Senator, Representative in Congress, and various State and County Partisan Offices will be held on November 6, 2012.


If you are unable to vote at the polls, in-person absentee voting will be available starting Monday, October 22nd and continue to November 2nd at the Village Office (2828 Allouez Ave).

Election day voting will take place at the Bellevue Community Center/Fire Station #2 at 1811 Allouez Avenue and the Village Hall/Public Safety Building at 3100 Eaton Road. Polls will be open at 7:00 a.m. and will close at 8:00 p.m.

Village Board To Consider CTH EA / WI 29 Connection Alternatives

The State of Wisconsin Department of Transportation and Brown County Board of Supervisors have selected a preferred alternative for improvements to the corridor connecting Interstate 43 to STH 29 and future CTH EA (S. Huron Road).

WisDOT considered several design alternatives.  According to WisDOT officials, the preferred Alternative balances safety, mobility, and access for future land development.

The Village Board is now charged with determining its preferred option between two final design alternatives to connect Interstate 43 to State Highway 29 and future County Highway EA in the village.

Village Receives $25,000 Focus on Energy Grant

The Village of Bellevue has been awarded a $25,000 grant from the WPS Schools and Government Energy Efficiency Program that will help implement energy efficiency projects throughout the Village's facilities.  These efficiency projects will ultimately save taxpayer dollars and reduce the Village's carbon footprint.

Bellevue is one of 12 governmental agencies to receive an award through the WPS program.  The Village will be undertaking several energy saving projects for which the grant money will be used.  The following are an example of some of the projects:
  • Re-lamping of lighting systems to energy efficient fluorescent or LEDs
  • Installation of occupancy sensor switches
  • Updating/retooling of HVAC systems to be more energy efficient
The Village of Bellevue is committed to being more energy efficient.  In 2012, the Village formed a "Green" committee of staff members.  The Committee is working on ways to provide internal cost savings through energy efficiency and lean processes.

Bellevue's Directed Enforcement Officer Selected for State Award

Deputy Steffens has been awarded the Wisconsin Association of Women Police "Officer of the Year" award.  Deputy Steffens works as the Village of Bellevue's Directed Enforcement Officer.

The combination of Deputy Steffens leadership and dedication to the community, along with her creativity, work ethic and professionalism make her an excellent selection for this prestigious award.

Village Board to Host Public Hearing on Amendment to Comprehensive Plan

The Village Board of the Village of Bellevue authorized the Comprehensive Plan Ad-Hoc Committee to review and amend the Village of Bellevue Comprehensive Plan, adopted on September 13, 2006, pursuant to state statutes.

The Comprehensive Plan Ad-Hoc Committee has prepared a comprehensive plan following a public planning process. The Village Board will hold a public hearing on Wednesday, October 10, 2012 at 6:31 p.m. at the Village Hall, 3100 Eaton Road., Bellevue, WI to hear public comment on the recommended amended plan and to consider adoption of the amended comprehensive plan.

Following a short presentation, the Village Board will open the public hearing to accept public input. You are encouraged to attend the public hearing and to offer your comments.  Copies of the proposed Comprehensive Plan will be available for public review beginning Monday, August 27, 2012 at the following locations during normal hours of operation:

1. Bellevue Village Office, 2828 Allouez Avenue, Bellevue, WI.
2. At the website: http://www.villageofbellevue.org/departments/community-development/planning/comprehensive-plan-2012-2032.html

The recommended plan consists of written text, tables, figures, and maps. Areas covered in the plan include the following elements: Issues and Opportunities; Agricultural, Natural, and Cultural Resources; Housing; Transportation; Land Use; Economic Development; Community Facilities; Utilities; Plan Implementation; and Intergovernmental Cooperation.  The plan also includes goals, objectives, and recommendations relating to these areas.

The Wisconsin Comprehensive Plan, law provided under Sec. 66.1001 Wis. Stats., requires that, effective January 1, 2010, if a local governmental unit enacts or amends any of the following; official mapping ordinance, local subdivision ordinance, City or Village zoning ordinances, shorelands or wetlands in shorelands zoning ordinances, the ordinance shall be consistent with that local governmental unit’s  comprehensive plan.

Fall Leaf Collection


Just a reminder that the Village of Bellevue does not offer leaf collection to residents.  We encourage residents to chop up their leaves with a mower, or compost them into a garden area on site.  The Village does have a Compost Site for leaves and garden materials located at 3891 Eaton Road.  The site is open 24 hours a day and will remain open until the first snowfall or it gets too sloppy to access. Please transport all leaves and garden materials to this site.

Leaves left at the curb will not be picked up and will be considered a nuisance if left there for an extended period of time.  For more information regarding the compost site, please visit the Village website or call our Village Offices at 468-5225.

Trick or Treat Trail Set For October 13th

This year’s Trick or Treat Trail will be held on Saturday, October 13, 2012 at Josten Park from 10:00 am – 12:00 noon. The Trick or Treat Trail is a special community event for children ages 2-8 who live in Bellevue.  Dan Van Adestine of American Family Insurance is the title sponsor.

Special attractions at the event will include a trail walk, pumpkin patch, clowns, face painting, and much more! There will be a lot of silly fun and gentle freights for everyone!
