Dan Elsass Named Interim Village Administrator

Dan Elsass was appointed interim Village Administrator of the Village of Bellevue in November of 2012.  

He has over  14 years experience as a professional municipal and county administrator, serving as the city administrator for Fitchburg, Baraboo, and Chippewa Falls, and as the assistant to the administrator in Rock County Wisconsin. Elsass also taught local elected and appointed officials through the University of Wisconsin-Extension Local Government Center and UW-Continuing Studies. Additional work includes training newly elected officials in budget and finance for both the Wisconsin League of Municipalities and Wisconsin Counties Association.

Mr. Elsass has experience in collective bargaining, union contract administration, personnel management, and finance and is available for interim city administrator work. Elsass served 12 years on the WI State Auditor''s Local Government Best Practices Commission and in 2003 he researched and wrote Merger of City-Village-County Services: Best Practices.

The Village Administrator is the Village's Chief Administrative Officer and is responsible for the implementation of the Village Board's policies and priorities.

Meet Michelle Du Chateau - Assistant Planner / Zoning Administrator

Please welcome Michelle Du Chateau as our new Assistant Planner / Zoning Administrator.

Ms. Du Chateau started on November 19, 2012. Michelle graduated with a Bachelor of Arts Degree in Urban and Regional Studies with a Minor in Geography from the University of Wisconsin – Green Bay in 2004. Shortly after graduation, Michelle moved to Colorado where she worked as a Planner for the Town of Parker. While attending college, Michelle also interned with the City of De Pere.

As the Assistant Planner / Zoning Administrator, Michelle will be responsible for the preparation and review of rezoning, conditional use permits, planning studies and projects.  She will also provide technical expertise to the Plan Commission in short-term and long range planning, ordinance adoption, zoning control decision making and site plan review and approval through technical assistance to the Zoning Board of Appeals and Site Plan Review Commission.  Michelle is also available to provide general planning/zoning assistance to the citizens of Bellevue.

Compost Site To Close For Winter

The Village's compost site will be closing for the 2012 season starting on December 10th.

The location of the Village's yard waste site is at 3891 Eaton Road. The site is located on Eaton Road (CTH JJ) east of Grandview Road.

Materials accepted include grass clippings, garden materials, leaves and brush, and small stumps. The site will remain open through the Fall depending on weather conditions.

Misuse and illegal dumping at the gate will result in fines and the loss of future use of the facility!

Public Works Reminds Residents to Secure Mailboxes Before Snow Season

The Department of Public Works is reminding residents to inspect their mailboxes and posts to so that it is installed properly before the winter snow season.

Properly installed mailboxes and posts will only be repaired/replaced if they are hit and damaged by a village snowplow. The Village does not replace mailboxes or posts installed incorrectly, which are damaged by plowed snow. Correctly installed mailboxes will be repaired or replaced with a standard mailbox and post (Damaged decorative boxes and posts will only be replaced with a standard mailbox and post).

Ho! Ho! Ho! Santa Claus Is Coming To Bellevue

He’s making a list, but before he checks it twice Santa is making a stop here in Bellevue!!! Here’s your chance to meet & greet Santa and his reindeer before the big day!

The Leisure Services Department planning for Santa in the Park; the program will take place on Thursday, December 6th from 6-7:30pm at Josten Park. 
 
Boys and girls (ages 2-8) will get the opportunity to meet Santa, have their picture taken, and participate in a holiday craft. Real live reindeer will be on display!

Village Reminds Residents About Winter Parking Restrictions

In order to help snow plow operators, the Village is reminding residents about on-street winter parking restrictions.

Overnight parking is prohibited on all Village streets from November 1st through April 1st, between the hours of 2 a.m. and 6 a.m. and at all times during snow emergencies.

The Public Works Department would also like resident cooperation during winter months by not keeping vehicles on the streets when snow is expected; as plowing around parked vehicles can be dangerous and time consuming.

Village Board To Host Public Hearing On Proposed 2013 FY Budget

A Public Hearing on the proposed 2013 budgets for the Village of Bellevue will be held on Wednesday, November 14 at 6:31 p.m. at the Village Hall/Public Safety Building, 3100 Eaton Road.

The proposed budgets in detail are available for inspection at the Bellevue Village Offices at 2828 Allouez Avenue from 7:30 a.m. to 4:30 p.m. on Monday through Friday.

The following is a summary of the proposed 2013 budgets:
2012 Tax Rate: $2.73 per $1,000 of Assessed Value
Proposed 2013 Tax Rate: $2.75 per $1,000 of Assessed Value

Village Board Meeting For November 14, 2012

The Village Board of Trustees will meet on Wednesday, November 14, 2012 for a regularly scheduled meeting. The Board will review and possibly make action on the following items:

PUBLIC HEARINGS
A. (6:31) Adoption of the proposed 2013 Budget for the Village of Bellevue, Wisconsin (Resolution No. V-39-2012).

B. (6:32) ZOA 2012.2 - Consider/Discuss/Act on the request by Village of Bellevue Staff to amend the Zoning Ordinance of the Village of Bellevue to allow for a conditional use permit process for home occupations that are outside of the standards home occupation guidelines as established in Article III – Definitions

OLD BUSINESS
A. Discussion/Possible Action: Closed Session - Developer’s Agreement for Shaha Park - Per Wisconsin State Statutes 19.85(1)(e), the Board may move to Closed Session when deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. (Tabled: October 24, 2012)

NEW BUSINESS
A. Discussion/Possible Action: Award bid and approve plan design for the Village of Bellevue’s employee health insurance plan.  The Village of Bellevue has received bids for the new employee health insurance plan. The plan design allows the use of health savings accounts and proposes an employer contribution.

B. Discussion/Possible Action: Closed Session - Interim Village Administrator - Per Wisconsin State Statutes 19.85(1)(c), the Board may move to Closed Session when considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.

C. Discussion/Possible Action: Adoption of proposed Village of Bellevue Employee Handbook and Administrative Policy #25.  The employee handbook has been revised, with an effective date of January 1, 2013, for the Village Board’s review and consideration.

D. Discussion/Possible Action: 2013-2018 Capital Improvement Plan (CIP)
The 6-Year Capital Improvement Plan identifies and provides cost estimates for the Village of Bellevue’s capital projects.

The Village of Bellevue is governed by a five-member Board of Trustees consisting of a Village President and four (4) Village Trustees. The Village President is elected every three (3) years.

All positions are elected at large. Two Trustees are elected in the even numbered years with the other two Trustees being elected in the odd numbered years. The Village Board is responsible for overseeing all activities and functions of the Village.

Meetings are typically held on the second and fourth Wednesdays of each month at the Public Safety Building / Village Hall (3100 Eaton Road).

CTH GV Reconstruction Complete

The reconstruction of a portion of Monroe Road (CTH GV), from Hoffman Road to the newly constructed round-about in Ledgeview (CTH G & GV) is now complete.  

The four-lane highway was reconstructed to include a 150-foot right-of-way, 20-foot medians, bike lanes and an 8' wide side-path. The project will also include swales that will help in storm water runoff.

The road is open to through traffic, however, motorists should be vigilant for crews completing minor work.  Motorists should also be aware of the new posted speed limits.

Winter & Spring L.I.F.E. Guide Available Online November 5th

The Leisure Services Department will release the 2013 Winter & Spring L.I.F.E. Guide online on November 5th. The guide features community recreation programs, special events and park facilities in Bellevue.

Copies of the guide will be directly mailed to Village residents sometime around November 15th. Programs featured in the catalog run from December 2012 until May 2013.

Registration will begin for Village residents on December 1st. Non-residents will be able to register for programs on December 15th.
