Village Hall Expansion Project In Planning Stages

The Village Board of Trustees approved on February 23, 2011 the re-creation of the Building Space Needs Committee. The committee was charged with conducting an independent review of the Village's main facilities. 

This investigation included the identification of any deficiencies (i.e. space, safety, accessibility).  Additionally, if deficiencies existed, identify and prioritize possible solutions to resolve the identified deficiencies.  The Committee's effort in 2012 followed those by previous committees in 1998 and 2004.

Public Informational Meeting on County Highway GV Reconstruction

Officials from the Village of Bellevue and Brown County will be hosting a Public Informational Meeting on the upcoming reconstruction of County Highway GV in the village.   The meeting will be conducted as in an open house format; no formal presentations will be given. Village of Bellevue and Brown County Public Works representatives will be available to discuss the proposed project and address any questions or concerns.

The meeting will take place:
Tuesday, March 5, 2013  4pm to 6pm
Globe University (2620 Development Drive)

Project improvements include the concrete roadway reconstruction of CTH GV, a new roundabout at the new Costco Development entrance; traffic signal, lighting and landscaping improvements. Improvements will be made to add pedestrian and bicycle accommodations along the construction area. Construction is currently scheduled for April – November 2013. The Village will concurrently be constructing utility and road improvements within the area as well.

It is currently planned to reconstruct half of the road at a time and maintain one lane of traffic in each direction. Some temporary detours are possible. More information will be forthcoming as the design is finalized.

If you have any questions or concerns that may assist in the development of this project, community stakeholders and interested citizens are encouraged to attend this meeting.

The project is managed by Brown County Public Works.  The County contact person will be Paul Fontecchio, Engineering Manager.  The Village contact person will be Bill Balke, Public Works Director.

Izaak Walton League Planning Improvements To Osprey Point Property

The Brown County Chapter of the Izaak Walton League is planning some significant improvements to the property it manages in Bellevue, often referred to as Osprey Point.

The master plan includes a natural playground that consists of a log balancing area, sand play pit, wading pond, willow tunnel, labyrinth, post maze, bee and butterfly gardens, youth archery range and new hiking trails and council ring.  Proposed improvements are shown on the following conceptual plan.

Bellevue Fire Fighters to Host Pancake & Porkie Breakfast

The Bellevue Fire Fighters Association will be hosting a Pancake and Porkie Breakfast on Sunday March 24th at The Ravine located at 2633 Manitowoc Road in Bellevue.

The cost of the event will be $5.00 for Adults or $3.00 For children under 10.

Event will run from 9:00 am to 1:00 pm.

Summer Camp Early Bird Registration Filling Fast!


Despite it being only the end of February, the Bellevue Leisure Services Department is busy taking early registrations for its award winning summer camp program.  So busy in fact, that nearly 80% of all spots are filled for the summer.

Bellevue Leisure Services has wide variety of summer camp themes to choose from. You can see the list of summer camps at the camp's web page, http://www.villageofbellevue.org/camp. Early bird registration for the camps is underway and spots are quickly filling.

CTH GV Reconstruction Highlight Of Video Update

The Brown County Public Works Department Highway Division will be reconstructing County Highway GV from State Highway 172 to County Highway O (Allouez Avenue) in the Village of Bellevue in 2013.

The reconstructed roadway will include a 150-foot right-of-way, 20-foot medians, wide outside lanes and an 10' wide side-path along the west side of the roadway. The project will also include swales that will help in storm water runoff, street trees and street & trail lighting. A round-a-about will be constructed at a new intersection for the Costco Wholesale development just north of the Taco Bell and McDonalds restaurants.

2013 US 41 Construction Update

The Wisconsin Department of Transportation will be hosting a business meeting and a public information meeting to discuss upcoming construction in the WIS 29 interchange area along the WIS 29 corridor. Local officials and staff are invited to attend either meeting.

Both meetings take place on Tuesday, February 19th at the US 41 Brown County Project Office, 1940 W Mason Street, Green Bay. The business only meeting is scheduled for 7:30-9am, with a brief presentation at 7:45. The public information meeting is scheduled from 4:30-6:00 pm with a brief presentation at 4:45 pm. Both meetings are being held in an open-house format.

2013 Street Tree Pruning to Start

As part of the Village’s Urban Forestry Program, the Village will be pruning & trimming street trees within the right-of-way between February 15 and April 15, 2013.

Per Municipal Code 8.24, the Village of Bellevue is responsible for the planting and maintenance of all street trees in the municipality. The Village has adopted a ten year urban forestry management program to maintain public trees; including regular assessment of their health, safety, & condition, pruning, removal/replanting.

Scheduled tree pruning is planned for the following areas in 2013:
  •  East of Manitowoc Road / East of Ontario Road / West of Huron Rd (Streets: Bottineau Ct, Warm Springs Ct, Red Lodge Ct, Warm Springs Dr, Eagan Ln, Barley Cir, Wheat Way, Sagebrush, Evening Star, Crystal Springs, Willow Rd, Spica Ln, Eclipse, Antares Ter, Ontario Rd, Altair St, Emory, & Crab Apple Ln)
The work will be performed by the Village's ISA Certified Arborist, following ANSI Standard Practices for Tree Care Operations Pruning (ANSI A 300 (Part I) Current Edition) as identified by the Village’s Tree Ordinance and Arboricultural Specifications Manual. Village staff will be inspecting the work to ensure that it meets specifications.

Common reasons for pruning are to remove dead, dying or diseased branches and/or to remove crowded or rubbing limbs. Trees may be pruned to increase light and air penetration to the inside of the tree’s crown or to the landscape below. Lastly, a tree’s crown may be raised to allow cars, school buses, garbage trucks and snow plows to operate without contacting low hanging branches; causing significant damage to the vehicle and/or tree.

The Village’s public tree population consists of more than 3,500 trees, and more than 30 different species that range in age, size and condition. The Village has been annually awarded Tree City USA status from the Arbor Day Foundation since 2003.

Park Shelters Popular Among Residents

The Village's park shelters continue to be popular among Bellevue's residents.  The shelters are typically used for family gatherings, ranging from birthday parties and graduations to small wedding receptions.  For the fifth consecutive year, private party reservations have increased.  Reservations have gotten to the point where weekend availability is limited for enclosed shelters like those found at Josten and DeBroux parks.  As a result of this popularity, the Leisure Services Department is encouraging groups to reserve their dates quickly before the shelters become unavailable.

Reservations are accepted on a first come-first serve basis  at the Village offices, 2828 Allouez Avenue, Monday through Friday 7:30am –4:30pm. 

The following is the 2013 fee schedule:
Enclosed Shelters (Josten & DeBroux parks)
$50 deposit
$85R / $107/NR per day
 $25 for diamond lights only

Open Shelters (Josten North or South & Willow Creek parks)
$50 deposit
$60R / $75/NR per day

Important Rental Information:
Any private citizen (resident or non-resident), non-profit group, private business or corporation, or governmental organization may request a reservation for the use of Village park shelters or the Community Center.

The Village will accept shelter reservation requests for the period of May 1st through September 30th. Village park shelters may not be reserved between October 1st and April 30th.

Enclosed shelters and concession stands are not available to renters during the summer months Monday through Friday 8:00 am - 6:00 pm. All other days, rental hours are 8:00 am - 10:00 pm.

Snow Covered Fire Hydrants

Snowfall, combined with the snow plowed from roadways, often bury fire hydrants under a large amount of snow, thus making them difficult to find and use. Should there be a fire nearby, precious time is lost as firefighters work to locate hydrants and shovel snow away before hoses can be hooked up to them. And in a fire, time is critical and every second counts. The extra minutes that a firefighter spends digging out a hydrant can make a big difference in how quickly a fire can be extinguished and damage limited.

Don't let your neighborhood hydrant remain "undercover". We are asking that you help us by keeping the fire hydrant closest to your residence or business clear of snow. Snow should be removed about three-feet (3') away from the hydrant in all directions and a pathway cleared between the hydrant and the nearest roadway. Exercise caution when shoveling because of the potential for vehicle traffic nearby. Do not stand in the street and be careful not to slip and fall out into the roadway.

Winter Garbage & Recycling Bin Placement


The Village is reminding residents to place their garbage and recycling carts in the driveway apron, or shovel an area behind the curb to place the carts.

Public Works plow operators have noticed a number of carts that were placed in the roadway while snow plowing. Having the carts in the road is a hazard to the plow operator and the motoring public by requiring the plow to weave in and out of traffic to avoid the carts. Carts in the road after a snow fall also require additional time and money for cleanup.

If you are out walking and see the bins in the roadway before or during a snowfall, please consider helping our snow plow operators by moving them to the driveway. By keeping the carts out of the street, you will do your part to help increase safety and reduce snow removal costs.

Freeze Fest - Frozen by Extreme Cold Temps

Well it is official! With crazy weather changes, extreme cold temperatures reaching into negative double digit figures, Freeze Fest 2013 is a no-go.

This will be the fourth  time in Freeze Fest's history that all outdoor events had to be canceled due to poor conditions. The last time Freeze Fest was canceled was 2012 due to lack of snow.
