2013 Easter Egg Bonanza

The Leisure Services Department recently hosted its annual Easter Egg Bonanza at Josten Park on Saturday, March 30th. Over 225 area youth participated in the event.

The event featured an egg hunt, photos with the Easter Bunny, egg coloring, face painting and other games and contents. 

Volunteers from the Bellevue Lions Club, Junior Jets 4-H, Friends of Bellevue Parks and Bellevue Firefighters Association assisted during the event.  Dan VanAdestine, American Family Insurance agent sponsored the event.

Public Information Meeting - 2013 Road Resurfacing Projects

The Village of Bellevue will be hosting a public informational meeting regarding upcoming resurfacing/construction projects scheduled for 2013.  The meeting will be held on April 1, 2013 from 5:00-6:00pm at the Bellevue Village Hall / Public Safety Building (3100 Eaton Road).

The Village of Bellevue will be hosting a public informational meeting regarding upcoming CTH GV (Monroe Road) reconstruction project scheduled for 2013.  The meeting will be held on April 3, 2013 from 5:00-6:00pm at the Bellevue Village Hall / Public Safety Building (3100 Eaton Road).

Summer & Fall L.I.F.E. Guide Now Online

The Leisure Services Department has released the 2013 Summer & Fall L.I.F.E. Guide online. The guide features community recreation programs, special events and park facilities in Bellevue.

Copies of the guide will be directly mailed to Village residents sometime around April 15th. Programs featured in the catalog run from May 2013 until December 2013.

Registration will begin for Village residents on May 1st. Non-residents will be able to register for programs on May 15th.

Pancake & Porkie Breakfast Supports Bellevue Fire & Rescue

The Bellevue Firefighters Association held their first annual Pancake & Porkie Breakfast this past Sunday, March 24th. The event was used as a fundraiser to support Bellevue Fire & Rescue services.

Dozens of firefighters, spouses, friends and others volunteered to help make the event a success.    The Firefighter's Association would like to thank all those that supported this fundraiser, including John & Nicole Van Rite for the use of the Ravine Bar and Grill.

Details of Bellevue's Proposed First TIF District


The Village of Bellevue is proposing to create its very first Tax Incremental Finance District in the GV/172 area. 

In this video update, Community Development Director Andrew Vissers gives the public some background information on the proposed TID and the reasons why the Village is exploring the creation of this district to help support development.

Absentee Voting Begins March 18th for Spring Election

The 2013 Spring General Election various State and local offices will be held on April 2, 2013.

If you are unable to vote at the polls, in-person absentee voting will be available starting Monday, March 18, 2013 and continue to March 29th at the Village Office (2828 Allouez Ave).

Election day voting will take place at the Bellevue Community Center/Fire Station #2 at 1811 Allouez Avenue and the Village Hall/Public Safety Building at 3100 Eaton Road.  Polls will be open at 7:00 a.m. and will close at 8:00 p.m.

Tax Incremental Finance District Earns Initial Approvals

The Village of Bellevue Plan Commission held a special meeting & public hearing March, 7, 2013 for the purposes of reviewing a proposal to create the Village's first Tax Incremental Finance District along the County Highway GV & State Highway 172 corridor.  Member's of the Plan Commission voted in favor of creating TIF District #1.

As required by State law, a standing Joint Review Board was convened March 7th, prior to the Plan Commission public hearing. Members of the Joint Review Board were appointed by the school district, county, technical college and the village.  Additionally there is a public member appointed by others on the Board. 

The next step in the TIF District process is plan approval by the Village Board of Trustees.  The Village Board will host a special meeting to review the plan.  This meeting is scheduled for March 21, 2013.  Meeting agendas and minutes can always be found at: http://www.villageofbellevue.org

Easter Egg Bonanza Set For March 30th

The Leisure Services Department has finalized plans for the annual Easter Egg Bonanza. The event which features an egg hunt, egg coloring, crafts, face painting and photos with the Easter Bunny is scheduled for Saturday, March 30th at Josten Park.

Three separate sessions are planned for kids ages 2 through 8 years. Session times are 9:00am, 10:30am or 12:00pm. The event is free of charge. Pre-registration is required.

Hazen Road Water Main Project Set to Begin


As part of the Village’s 10-year plan to replace aging water main, the Village will be completing the replacement of water main along Hazen Road from Allouez Avenue to Town Hall Road in 2013.

The existing water main, constructed of cast iron, has been weakened by the acidic soils. As a result, the pipes have been breaking at an accelerated rate. In an area along and adjacent to the project site, three water main breaks occurred in 2013 alone. These breaks cost thousands of dollars to repair. The costs are associated with time & material, un-billed water and service interruptions.

Work on the Hazen Road water main project is scheduled to start in late March or early April and conclude by June. As part of the project, 15 fire hydrants will also be replaced to meet current fire protection standards.

Public Hearing to be Held on Bellevue Tax Incremental Finance District

The Village of Bellevue Plan Commission will host a special Public Hearing on March, 7, 2013 on a proposal to create the Village's first Tax Incremental Finance District.

The meeting will take place at the Bellevue Village Hall, 3100 Eaton Road and is scheduled to begin at 7:00p.m.


A Tax Incremental Finance (TIF) District's purpose is to provide a way for a municipality to promote tax base expansion through its own initiative and effort.

When a TIF district is created the aggregate equalized value of taxable and certain municipal owned property is established by the Department of Revenue (DOR). This is called the Tax Incremental Base. The municipality then installs public improvements and property values grow. Taxes paid on the increased value are used to pay for projects undertaken by the municipality. This is the Tax Increment. It is based on the increased values in the TID and levies of all the taxing jurisdictions that share the tax base.

The municipality, county, school districts, and other taxing jurisdictions do not benefit from taxes collected on value increases in the district until project costs have been recovered. After that, the added value is included in the apportionment process and everyone gains.

Provisions of the “TIF Law” are in Wisconsin Statute sections 66.1105 (City/Village), 66.1106 (Environmental Remediation) and 60.85 (Town).
